The Town Investment Plan process is facilitated by the Goole Town Deal Board, in partnership with East Riding of Yorkshire Council. The prospectus – Preparing for a Town Deal – provided guidance on how a Board should be structured and the Goole Town Deal Board was formed in March 2020.
It is the organisations, rather than individuals who represent them at meetings, that are the members of the Board. The Board is chaired by local business owner Phil Jones and membership consists of:

- Hull & East Yorkshire SMILE Foundation
- Hull and East Yorkshire Business Growth and Skills Hub

The Board’s initial priorities were to develop and agree an evidenced-based Town Investment Plan (TIP) and a programme of interventions; co-ordinate resources and engage stakeholders. These initial aims were completed in January 2021, when the Town Investment Plan was submitted to Government. Now, the aim is to deliver long-term economic growth for Goole through targeted investment, which supports the Towns Fund objectives and the long-term strategic vision for Goole.
